ISO8601 timestamp string. Accepts any valid ISO8601 offset (with or without fractional seconds) and resolves it to the correct absolute instant; rejected if not a valid ISO8601 string. Always serialized as UTC with a 'Z' suffix and fractional seconds — the original offset is not preserved.
