Creates or wholly overwrites a work center capability assignment. Unlike update, every field is taken from the input, so omitted constraints clear the stored list; an existing record keeps its original createdAt. Requires workCenter:write permission.
Arguments
The full assignment to write; supply id to overwrite an existing one, omit it to create.
