upsertProductionPlan
Create or overwrite a production plan together with its full set of planned operations and edges, in one transaction. Children are replaced wholesale (delete-then-insert). Validation failures are returned in the payload's errors rather than thrown. Requires productionPlan:write permission.
Arguments
The plan and its complete set of planned operations and edges. Pass id to overwrite an existing plan; omit it to create a new version.
