upsertOperationGraph
Replace a job's entire operation dependency graph: all existing edges for the job are deleted and the supplied ones inserted, in a single transaction that also applies any operation scheduling preferences. Validation (endpoints in-job, no self-loops, no duplicates, no cycles) runs before anything is written; on failure nothing changes and the errors are returned in the payload. Requires operation:write permission.
